My sister's computer ( Evga nforce mobo, amd sempron 3000+ ) doesnt not see Windows XP or Vista CDs upon boot. I have changed the boot priority and I have tried different DVD players. I have also checked the slaves and masters setup. Is there anything I can do ? Is it the mobo ?

PS: EVGA 115-K8-NF33 Socket 754 nForce3 Motherboard

SATA harddrives and IDE optical drivers, correct? Can you reset the BIOS settings, then double check the boot-priority settings?

IDE optical drivers are things like CD and DVD drives. SATA is Serial ATA, while IDE is actually the common incorrect term for ATA.

You may have to manually set the boot from DVD option.  During startup, the motherboard should tell you to press a key to get to the boot menu (usually F12, but it varies).  Press this button before windows starts loading and choose your DVD rom.  It will then boot from the DVD and install XP/Vista
