Oblivion graphic settings

IDK i think i might have fixed the lag but not the character red thingy. Could you help me with it?

And whats with this Error i keep getting? Your HTML is not well-formed - no valid tags were found.? Or

the error is because your not pressing enter before you type and if you buy this months pc gamer magazine there is a mod for oblivion that makes the graphics amazing possily doesnt help you but they look soo nice.

With an open world like oblivion where you may walk forever the "lag" you are probably getting is probably from the game trying to load a large open and very textured area and your fps is dropping. If thats the case there really isnt much you can do that I can think of becouse I have not dwelled into the counsle settings for oblivion but look around youll find something
