If I remember correctly, he's just meant to be another fence you can use, this time one in the Imperial City. This glitch where he's broken and never becomes a new fence like he's supposed to is one that happens for everyone, don't sweat it. He's just a fence, not a doyer, so you don't need him for important Thieves Guild quests or anything. I believe there is a 3rd party fix for this problem, so try searching TESNexus.com for one if you really want another option for a fence.
I know this is completely off topic but I am ticked off. I spent hours trying to rob this one castle and when I finally prevailed, every weapon I stole was fake. two were replicas and two was glass replicas. I feel like dyin.TrooperManaic

If I remember correctly one of the early versions of the Unofficial Oblivion Patch mod fixed it.
I know this is completely off topic but I am ticked off. The level-scaled loot and cheap replicas in castles make thievery a bit of a pain some times, don't they?
