for $700 i could get this

 

 Intel Core 2 Quad Q9300 2.5GHz, 4GB DDR2-667, 640GB SATA II, NVIDIA GeForce 9800GT 512MB, Vista Home Premium 64-bit it is refurbished but i doubt its bad and if i add on another $200 i can get this for a monitor

 

Samsung 22" LCD Monitor - 1680 x 1050, WSXGA+, 3000:1, DVI

want extra performances for majoirty of game ? E8400 & overclock money drop cost also & E8500 for extra fps in overclocking
and if harvesting money is not a big issue with you such as after 2-3 month you can spend some money on you'r own goods
you could wait for 1920x1200 monitor . or Chagne 9800GT for 4870 / 4850 ICQ4 Overclocked

a faster core 2 duo with 800mhz RAM would be better.

it what i said. E8400 / E8500 + 800mzh DDR2 or 1066 0r 1200mhz overclocked
but i'm only a messager of the Benchmark ;)

E8600 is Around same price of the low Expensive it the beast of the best dual core on market

HECK YA! Thats a great pc for that price. People will say dual core, but look, GTA IV is making use of quad core. Dont get a used monitor though for $200. Get a new one, it should be like $250.
