I have 50 bucks and want to buy a new game, does anyone know a cool citybuilding or a RPG similar to Oblivion or something?

Mabee hellgate London, the games realy good even though some ppl say its not, but there just retards that are basing the game off the demo which errr sucks lol.

Try The Witcher.

It has better combat and spell mechanics, a better overarcing story, better character development, better voicework and dialogue, is an actual roleplaying game, has plenty of cool mini games that are actually good (from dwarven poker to drinking competitions to plying women with gifts then banging them) and, debatably looks better too - Oblivion is awesome looking, but there's a cartoony hnt to all the textures... The Witcher has a slightly more realistic feel.

The only thing that Oblivion has that The Witcher does not is free-roam, but The Witcher more than makes up for that by giving the player the ability to influence the story through his or her choices.
