i hear it make ur cpu and gpu faster and better than they r. i want to do this cuz my pc isnt great for gaming but i want to make it better. but i dont want to damage it cuz its brand new and isnt paid off yet

I would suggest that you don't, simply by the construction of your sentences. Overclocking takes a bit of knowledge of your PC's innards and the limitations of all of them. You have to know how to monitor temperatures as well as performing tests to insure stability.

If you really need to overclock, look for a guide at www.google.com since it'll be infinitely more helpful than this forum, or possibly go to PC hardware forum (where you will most likely be linked to a guide).

Laptops can't overclock because they don't have adequate power and they have heat issues.

If you plan on overclocking a laptop, then you sir are insane. Unless of course you like giant heaps of melted plastic and metal.

Just bear with what you have, or buy something better. Not many options, but you can't really do much with a laptop.
