-The early "Serious Sam" games: Great splitscreen play (note that these games have issues with Vista, and I would also assume with Win7)
-"Trackmania": Probably the best hotseat game out there.
-"Worms" games: Hotseat..good fun.
-"Trine": Same-screen co-op. A recent puzzle/platformer, and a great game.
-The few good PC fighters.."SFIV" is a recent one. "Melty Blood: Act Cadenza" is another one. "Guilty Gear" as well.
-"Left 4 Dead" ..unofficially supports splitscreen.
if you wait a few supposedly painkiller: ressurection will bring co-op but idk if thats online or offline
nba: full court press (very old basketball game like 1999)
lords of the realm 2 (cant recall if it does co-op) no controller support keys only but its a turn based rts so win!
From my sources i can tell you that Kane and Lynch for PC has a co-op split screen function but that was mainly due to the PC version being a console port.
Edit: also just saw this when googling hot seat games for PC
One of the Civ II expansions (Civ II : Multiplayer), which is now abandonware, has hotseat fun... - Basstard
