PC screen stays black for really long time after boot up

Ok, so I have Windows Vista 32 bit Business edition. I've my computer since 2009 and have made upgrades here and there such as just installing my Gtx 560 ti about 3 weeks ago and replacing my 2.0 dual core with a Q8300 2.5 Ghz quad core about 2 months ago. Recently about 3 days ago whenever I turn my computer on it boots up fine but then after the "Microsoft Corporation" screen where the green bar moves left to right, my screen just stays black for about 4 minutes before finally coming to the "Welcome" screen and then going to my desktop. Any ideas as to why this is happening? Could my PSU be any kind of issue? I wouldn't think so just cause I installed the Gtx 560 ti over 3 weeks ago and this problem as just started occuring about 3 days ago. Also, for whatever reason Internet Explorer 8 stopped working. As soon as I would open it up I would instantly get a "This program has stopped working" box. Not sure if the two are tied together or maybe it all has to do with some windows updates or something. Anyways, any help and advice would be much appreciated.
