Ive been wondering my dads pc uses a pci slot for graphics card. Dont tell me im already trying to make plans to build another pc but will this play games like sims 2, Company of Heroes, World of Warcraft, Old games like that?

A $70 Walmart Radeon 9250 is a joke. That card has a value of about $15. It's terrible junk. The FX 5200 is almost as awful of a piece of crap, and the FX 5500 is just another version of the same junk. Those two are worth about $20 each.
There have been three reasonably good video cards for that ridiculously bad (non-Video) shared bus. There was the Geforce 6200, the Radeon X1300, and more recently, the Radeon X1550. In the real world, where AGP and PCI-e(16) are the proper video bus interfaces, the latter pair would be a great deal better than the 6200, and the 6200 would be loads better than the FX 5200.
All of the three newer ones still are loads better than an FX 5200 or a Radeon 9250, but the differences between them become totally neglibible due to the loss of accelleration and core speeds, both of which are negated by the slow speed of plain PCI.
The PCI-e version of the Geforce 6200 is quite slow for a discrete video card on PCI-e, but on plain PCI, its slow speed drops to half of what it should be. But contrary to some advice here, my lists of game requirements shows that Company of Heroes does not have particularly high video requirements, and any of the trio of newer plain PCI interface video cards should work with it (a GF3, Dx8 level card is as much as is required).
