I have a Nvidia 7900GS with PCI express X16. Can I plug it into a Gigabyte motherboard that has a PCI express 2.0 slot? Or does it HAS to be plugged into a PCI Express 1.0 x16?

You're best bet for these questions to get answered would be to make sure you post them in the Computer Hardware section and not in the Computer Gaming section.

But to answer your question, yes you can use that card.

no you CAN plug it into that board, pcie-2.0 is backwards compatible to pcie-1.0... i promise.
