Pci Express slot help

Sooo, I have been using my GeForce 6600 for a while now... but for some reason now my computer acts like anything in my PCI Express slot doesnt exist at all (in addition, if anything is plugged into the slot, it makes the fan spin alot faster). In other words, my computer isn't detecting the hardware, and if I plug my va cable into my 6600, I am only greeted with a "No Input Signal" message on my monitor. So, Im using the built in graphics card right now and would appreciate if anyone could help me out.

In addition, I know the problem isn't my video card, because I tested it out on my brother's PC and it worked fine, and he tested his card in my pc and it didn't work.

check the bios to see if there is any options that disable pci-e. and try disabling the on board video before using the pci-e slot.
