Pcs Games and Mods?

Ive been looking at getting into PC games and was just wondering quickly about mods. I saw some cool UT3 ones, like Samus etc and TF 2 Levels.But i have 2 questions:
1. Where do you get them? Like are there loads of different sites or are is there a section on the game dedicated to them etc.
2. Are there mods for every game? And if so, does it depend on the community

1. Multiplayer mods typiclly download automaticlly when you join a server. Others have to be downloaded online though.

2. No, but most popular games do.
