Sounds like you might not have the heatsink on all the way, or forgot your thermal compound (unless the heatsink was a stock one and came with a thermal pad on it).
Just keep the motherboard in the machine. It is best to have the motherboard on the stays in the machine when you apply pressure to it to lock down the CPU and heatsink. If the CPU heatsink's fan is spinning it's probably fine. Use isopropyl alcohol and a non-shedding cloth (a coffee filter is a cheap alternative if you don't have one) to thoroughly remove ALL previous compound as well as any dirt or oils. Once the alcohol has evaporated reapply the thermal compound (if you don't have any on hand it's only a few dollars to pick up some Arctic Silver 5 or Arctic Ceramique). Just place one small dollop (grain of rice sized) on the heatsink then gently rub the heatsink and cpu together to spread it evenly before latching down the heatsink. If using Ceramique you might need slightly more, but not by much.
For cable management just try where possible to run them AROUND rather than over the motherboard (and it's heatsinks). PLASTIC Zipties make good cheap ways to keep stuff out of the way and together. Tuck any unused power leads or such away behind the drive cage or somewhere.
thanks man i got it working (80 to 20 - 30 degress lol wut?) but the intell heatsink kinda confused me its real plasticy and flimsy so i dunno, i might purchase an aftermarket cooler and overclock sometime this year
