3000 GHz?? My god... Okay but seriously, I'm guessing you mean that you have a 3000MHz CPU. And you probably have 256MB RAM, with an on-board video controller using 16MB for video ram (256-16=240). So I would say no, just because you have very little RAM, and your video controller is terribly weak. You can always try playing the demo though.
Half Life 2 is very adaptable so to speak. It actually worked decently on my GeForce 2MX with 64MB SDRAM. So, it might work on your computer, but if you ask me, it's not going to be a good experience. To each their own, so choice is yours.
You could play it, but i don't recomend it, because even if you turn down all the graphics, it'll still be juddery and laggy and long loading times. But it will work, just not very well.
