you cannot compare these two games. They are totally different. the only things they share in common are that they are a game, they use the same engine, and both have been released on the PC and Xbox360
What are we comparing? Bioshock is an FPS action game, ME is much more of an RPG. I probably like Bioshock a bit more in terms of narrative. It has a lot of history.
I never played Mass Effect but I'm going to guess that it doesn't try to make up for lackluster gameplay with a rather pretentious and almost silly story and eye candy. Then again maybe it also does those things.
And yes, I know I'm virtually the only person in existence who played Bioshock and didn't think it was all that great.
