Ok, I recently bougth a new minitor cheaply but it doesn't come with a power lead for the mains. I do have though a spare lead from a nother monitor. What are the rules for swapping power cables because the spare is rated 2A, but the monitorrequirs 0.7A, would I risk shorting it?

You mean those three pronged power cords with no transformer? They're pretty interchangable, assuming the plug physically fits.

Well, the cable can transport more electricity than your monitor requires. That doesn't mean that it will. Assuming the transformer is inside the monitor and you have decent power surge protector you should be fine.
