So my power supply is 300watts, and the video card i want says it needs a minimum of 350 watts. Would it work if i just used the 300 watt power supply?

Theres a good chance it will, but its obviously based on your other components. If you have, like 12 hard drives all eating power from that 300W PSU, its obviously not gonna supply much power to that video.

It would help alot if you listed your components and what video card you are thinking of upgrading.

If based on your components, theres a chance that adding the video card it will draw close to its capacity. You generally don't want to let a power supply stay at 90%+ load for very long. Theres a high chance that it will burn out and die after continous stress. Its very unlikely that it will cause any permanent damage to anything other than the PSU itself, but it would still be very inconvenient.
