OK... Well I am planning on rebuilding my PC with some new parts in a few days (just waiting on the motherboard to get here)... For the last 2 days though, I have been getting these weird problems with my PC...

The first thing I noticed is that my computer seems to be going to sleep or something like that even though I have not set it to do anything like that... If I leave it sit for ~20 minutes... it simply stops displaying and my monitor goes into sleep mode... But the way it does it makes it seem like there is a problem... when the screen goes black, it flashes green and blue lines and then goes to sleep... but moving the mouse brings it all back like normal, I just don't know why it is doing this...?

Another thing just occured when I restarted my computer... As it was booting up, it got to the windows loading bar at the bottom... then it just sat on a black screen for about 5 minutes and then Windows started... but when it started, there was a sort of screen tear that was black and jagged going right down the middle of the screen... To the right of the jagged line, everything was black... and on the left... it was the standard windows view... then after it loaded my desktop, it went back to normal... everything seems to be working fine right now... but is this something I should be concerned about with my parts?

I have bought a new Q9550, a new Gigabyte UD3P P45 Mobo, and a new HD...

I will be reusing my 520w Corsair PSU, my Antec 900 case, my Optiarc DVD drive, my GTX260, and my Mushkin DDR2 1000... could there be a problem with any of the parts I am reusing that would cause this... or is this a mobo/cpu/hd problem?

Maybe there is a sleep setting on the monitor? Also have you checked all the cables from your pc to monitor are securely attached?

Yeah I have been using it for a year without this happening and I haven't touched the cords...

Sometimes a cord can just come loose, try re attaching all cords, but first use a compressed air canister to blow dust off off connections/cords.
