I've noticed that on some games they list Intel and AMD processors for their requirement(obviously) but they are of different clock speeds. Can anyone explain why that is?

Not necessarily. Core 2 Duo is better then AMD's processors which are better then Pentium 4.

Basically a AMD phenom would have to run at a slightly higher clock to match a Core 2 Duo while a Pentium 4 would have be clocked significantly higher to match a Core 2 Duo.
