Does a dual rail psu with a 20 A rating per rail mean it really has a potential of 40A? Cause im not sure how this works...

Not necessarily. It means each rail can support up to 20a apiece - but most dual-rail power supplies have a cap on how much 12v amperage can actually be supplied. It should say somewhere on the sticker what the maximum output is on the +12v rails is - probably somewhere around 32-36a, but double-check first.
