They've been "breathing down Nvidia's neck" for years. Sometimes they're actually ahead in areas. Right now they have some great offerings, but a ton of us that are familiar with both AMD (used to be ATI) and Nvidia's current and past offerings think that the GTX 460 and the GTX 570 are the best things going right now for most people.
As far as the reliability comment, I have no idea where you're getting that. I've had cards from both companies and I've found them to be equally reliable. If anything I've had a slightly better experience with Nvidia because of their drivers and control panel being more to my liking.
how difficult is it to learn to overclock??
