I'm currently looking to get a quad core processor for my new computer, and I see the Q6600 and the Q6700. The Q6600 is at 2.4GHz and the Q6700 is at 2.66GHz, with the 6700 costing about 200 dollars more than the 6600. Would it really be worth spending the extra money on the 6700 when I could just get a 6600 and increase the clock speed myself?

IMHO the increase in speed is not worth $200, and if you are willing to OC the Q6600 it definitely ain't worth it.

Just get an aftermarket cooler for the quad if you plan on OC'ing, they can run pretty warm on stock cooling at stock speeds.

Not worth it because the clock speed is neglibable to begin with, and second the Q6600 is amazinly overclockable and is still very very stable.

Only the EE, i.e. $1200-$1400 Penryn, will be out in Nov.
All the other Yorkfields will be out in Q1, probably Jan.
