Question to Rome: Total War players

I'm playing as Chartage, and I want to make elephants on islands other then africa. Is there any way to do this? I have roads in the region with the elephant resource and a sea trade route to the island, and I have the necessary stables, but I still can't train elephants. Is there any way to do this?

This will probably be no help much, but do you have a govenor in the town that can produce the elephants? I'm not sure if one is required or not.

Units are region locked. As in elephants are going to only be trained in africa. Just train them in your african cities and ship them over on boats.
