Doubt it, even if they'll decide to make one sooner or later, it'll be a few years till they release it.
Rage even if mildly entertaining was a complete disaster in terms of reception, sales and initial performance, they need to let people forget about it then raise their interest with a new, improved, more exciting sequel.
If you didn't play it, I suggest Bulletstorm, it's similar and a lot better overall, multiplayer is also active (more or less), unique and lots of fun.
Didn't have any problems with the Live client, I'm not sure if it works with this game, but there is an app that removes Live from GFWL games, it disables achievements and multiplayer of course, however you need to start/play the game at least once like it was intended, to activate it.
I am pretty sure they will make another Rage, they talked about a sequel many times in a lot of the interviews before its release. I liked the game and thought it was pretty good, but I think Id Software still has a long way to go before they can catch up with modern FPS developers like Irrational Games, Valve and Crytek (in my opinion). Id Software may be the creators of the FPS but they really are getting left behind in their own genre, hopefully Doom 4 (when that comes out) is a step into a more modern direction.

It'll happen. Carmack said that once Doom 4 is well into production they'll start rolling onto Rage 2. Which I love, because Rage is a really damn good game.
Ain't gonna happen. The IP is poison. They're still a small studio and the management is run by monkeys. They can't even re-use many assets unless it's set in the same area, which would be very stupid.
An expansion - that would be welcome, especially after that horrible ending. I didn't even use the BFG! But the game bombed, so... They were talking about DLC to add more content, but here we are 5 months later and there's total radio silence from id.
Their goal with Rage was to create a huge open-world with unique assets. A noble goal, but id was too small and too poorly managed and it ended up being an expensive and way too long project. I think the game was brilliant (except for the ending) but I'm not waiting for a sequel.
