Is it normal for my ram to be 35% full when my pc is idling? I have 2 gigs of 667MHz corsair.

Yes, Windows like any modern OS will cache unused RAM.

35% Is light use for Windows, it's not uncommon for it to be using upto 50%. This is in order to make your PC run more smoothly.

Ok kool. I have another question about CPU usage. Is it normal for my cpu usage to be up at 50% usage when just listening to music and having a few internet windows opened? Also it bounces around quite a bit. I'm just curiouse because it didnt do this as much ever since i OC'd my cpu from 2.2 GHz to 3.0. Thanks :D

Are you saying it doesn't sit at 50% since you overclocked it or that it does sit at 50% since you overclocked it? CPU usage will depend on your spec and what else is going on in the background. It's perfectly normal for a CPU to bounce all over the place as it eprforms different tasks, most of which you won't have initiated. For comparison: My C2D at 2GHz sits at around 30% when watching a dvd, with a few Firefox windows open and a few messenger windows open as well as having the normal Firewall and Antivirus sitting in the background.

Well eversince i overclocked it, it can bounce anywhere from 1-50%. Also is it normal for it to be at 80-100% when running games?

30% watching a dvd? That is way too high, unless your doing some sort of post processing/upconversion... which maybe you are. Otherwise it should barely even register.

WMplayer is only using 2-7% of that my friend, which kind of illustrates how erratic CPU usage can be and how much extra is going on in the background. It could also be that Windows is overestimating the usage.

That seems way to high, unless you are doing other stuff. I only see 3-15% usually when playing a dvd.

That all depends on whether it is the CPU or GPU applying scaling and enhancements. I do have other programs etc running in the background. Anyways, I feel like I'm hijacking the OP's thread. PM me if you would like to continue this discussion.
