While it might be possible to buy all of that for under $400, you would be sacrificing a lot. The quality of parts you would have to buy to get under $400 would probably mean your new PC will break faster then your old one. I'm not saying you need to be spending $1000 but even just getting up to $600 will make a big difference. With that extra money your looking at a E8400 and a HD4870.

Isn't the GSO weaker than a 9600gt? without overclocking... i know with overclocking they are fairly similar... Good build if you could just replace that 9600GSO with my HD4830

Is the 2gb memory ddr2 800mhz? Or is it DDR memory? Just look at either of our builds and take out the things you don't need... it's not hard

Intel is much better clock for clock, there is a fairly large difference in gaming, although AMD make far from bad processors, intel have just been ahead of the game this time around. If you can get both for the same money go with a Intel system
So you only need a motherboard, PSU, CPU, and GPU, right? Try this:

EDIT: I forgot about the PSU. This is one area where you don't want to go cheap, you're better off getting an E5200 and a high-quality PSU than an E7400 and a mediocre quality one. Here's a few decent ones:

PS i don't know which is better but I kind of perfer AMDsystemplayeri would go with intel better peformance clock for clock and they are great overclockers get a decent dual core with a good cooling fan and u can reach 3.6ghz easy far better then any of the amd dual cores im afraid :(
they only thing i would reccomend anyone from amd at this point would be the phenom II 940
