Transport Tycoon if you can find it anywhere. Its great as you have the ability to buy shares in the other players companies (and some go bankrupt so you can buy them on the cheap). You can also do things like have exclusive rights for cities and rebuild roads to gain popularity in different areas and stuff.
Chris Sawyers Locomotion is like this but not as in depth as there is no council options mentioned above and no buyouts of rivals.

Ah yes, thats a game that I would also recomend. I have sim city 3000 and its very good on economic and population managment (i.e. taxes, government spending, education etc) and is a bit easier I found that sim city 4 which is really hard to get good cities going (although non of the games are easy in the sim city series to be honest).
What is Port Royale by the way? I would be interested in getting this if its something along the lines of games we have mentioned.

Have you looked at 1602 A.D. or the Settlers series? 1602 A.D. is old and I am sure they have released a newer version.toad1956
Yup there's 1701 AD http://www.gamespot.com/pc/strategy/anno1701/index.html?tag=result;title;3 which is pretty much right up the OP's alley. It's a trading galore game with you either making/building stuff or doing outright purchasing.
thanks I bought Port Royale 2 its SOOOOOOOOe10 hard. The guides I found on gamespot and a quick google search don't explain some of the basics I didn't even get reading the manual like how to set your warehouse guy to buy goods and how to trade and actually make a profit. The game is extremely tough imo.NEOSPARKINGTry the Gamefaqs guides if you haven't. I found one there that helped me alot with trade routes, although I knew the basics. You just gotta keep going, it is a very confusing game at first. Once you get it though it is very addictive, just explore all the tabs. As far as I remember, when you click on the warehouse one tab will be sell and will have options for how much you want to sell the product for and it will sell as many as possible until the price is met. The other is a buy tab that allows you to set how much you want to buy each item for from traders, and will buy as many as possible for this price. The final tab allows you to set the maximum and minimum of number of each good. That's just off the top of my head, don't give up! Feel free to PM me for help.
EvE Online has a very deep and complex economy. It has a free trial as well. The game is extremely complex and has a very steep learning curve but if you want a good economic sim their aren't many better. There any many facets to EvE's economy and it's about 90% player-driven.
Also, the X-games (X2 The Threat, X3 Reunion) are single player and have very similar, deep economic sims. These games I don't recommened very highly for other reasons though. The economy is definitely one of those games' strong points though.
Patrician III has poor graphics but might be something you're interested in.
That's about all I can think of immediately that haven't already been mentioned. I strongly recommened EvE Online if you want a great economy sim though. Get that free trial and check it out.
Eve Online? It's an MMO but a lot of it is transporting cargo back and forth between stations. There's a bit of combat but not a lot. The whole point of the game is to get as much money as possible to buy the best ship you can... At least that's what I got from my 2 week trial :P.

no mmos , but thanks for all your answers. I got back into Port Royale 2 today and successfully beat all the scenarios up to the Sea battle one. Those are now hard, even more so then trading lol. I like producing my own goods but it looks like cocoa plantations are crap compared to cotton for garments. You make cocoa but that costs expensive tools and second of all I realized NOONE is ever low on cocoa. I saw people need spices/grapes more times then I saw a "sparse" icon for cocoa. Maybe it was just cause its a scenario. Any tips on how to make easier cash with colonial goods?NEOSPARKING
the only goods i was producing (and imo makes the big money) are clothing, ropes, rum and meat. you make the biggest profit out of these.
"Patrician 3" is a sim and is set in the northern part of europe in the 14th century. people drink beer, buy skins and wine, build houses and all that stuff. you're a trader -- someone with a ship or two and a trading office. you bring stuff to your town and take stuff to other towns. when you don't have enough of something, but have some extra cash, you can build a source for those things you want to sell -- like, build grain and then a brewery. it's like other sims, in a way, but the costs are always changing to reflect supply and demand, and you can't sell where someone beat you to the market. and, it costs money to keep up your factories and ships and even your warehouses. and, too, you have to try to get elected to this and that so that you can have access to that and this -- all to keep you afloat in a medieval busness sense.
then, there's the pirates, and the invading armies who destroy your hemp farm -- no more rope, no more boats to replace the one the pirate just captured.
it's way intense in its way, and there's a trainer out which will give you lots of money and let you sim out and see what happens. it's one of those games i'll play for two weeks every half year -- and this is for, what? the last 4 years or more?
it's a very tight economic sim.
