In the graphics option in the game, it doesn't allow me to change the screen resolution, but there is an option for it. Anyone know the problem? Thanks. :(

It's been a long while since I played that game to death so bare with me...

You do have your video card drivers installed, right?

There should also be a setup file that would allow you to force a screen resolution.

In the rise2.ini file but not the one in the game directory but the copy in the Documents and settings C:\Documents and Settings\(YourName)\Application Data\Microsoft Games\Rise of Nations\rise2.ini

Change the 1st three lines to something like:

[RISE OF NATIONS]
Windowed Width=1024
Windowed Height=768

That is strange,I've been playing it lately and have had no problems-you just go into options and change the res. I guess you've tried the obvious stuff:reinstall, patches etc...?
