SOLUTION TO VISTA CHEAT MENU PROBLEM FOR ROME: TOTAL WAR - Any Keyboard setup
Go to where you installed Rome: Total War ***Default: C: Program FilesThe Creative AssemblyRome - Total War***
Go to The "DATA" Folder
Find the "TEXT" Folder
Find the File "descr_shortcuts" ** Open with a Text Editor such as Notepad **
In the Text Find "Misc" (At Start of line) ** Line 152 to be exact **
Search for the line "show_console".
On that line by default it will say "Grave Accent hidden"
Remove the word "hidden" and Save the file.
Start the Game Rome: Total War (Via any shortcut)
On the Main Menu Click options --> Game Controls
Go to the Misc list of controls and Press Reset to Default
A New line "Show Debug Console" will now appear in the list of misc controls. (This is what the "hidden" line was in the descr_shortcut file)
Set the command to any key you want. This is why it works for any keyboard layout, you can set it to a key that suits you. I personally used Numpad 5 as this isn't used for anything else in the game and is a nice, easy universal key
Finished. You now have a console, regardless of what Operating System you use.

That should work, its fixed mutliple of my friends problems and my own.
