Check out Men of War. It's a newly released WWII RTS without base building. The voice acting is terrible, but it's very impressive apart from that.

What's wrong with base building? A lot of the strategy in an RTS is deciding what buildings to build, when, and in what order. If you really dislike base building then DoW II is probably your best bet.
The multitude of console RTS titles being released lately generally don't have base-building... (Endwar has absolutely no base-building to my knowledge, and the upcoming Stormrise won't have that much base-building either- it'll be very similar to DoW 2)
On PC, Dawn of War 2 is a good choice... World in Conflict is also another outstanding choice- it has even less base-building than DoW 2.
WiC and DOW2 are both great without having any base building. CoH is great but has a little base-building, not much though. and i've heard good things about men of war.
I prefer to have basebuilding its my brother that doesnt like basebuilding and I'm looking for a good game to get him for his birthday
Homeworld 2 has little base building, this is because it is set in space, and so every "building" is a ship with production capabilities. The only real structure is the Shipyard (which you can move around, albiet very slowly) and the Ion/Gun Platforms. However, in order to build newer/bertter ships you'll have to build modules (Fighter, Frigate, Capital etc) and upgrades, but the tech tree is really simple, imo.
The real "base" here are any units you have defending your prouction ships, which are the same units you'll attack with if you really need to (use them). There's some resource management (mining asteroids or debris) but again it's really simple.
I agree RTS loses strategy without base building. Other examples - asking for a fighting game with no combos; RPGs without the "attack" option; racing games with no brakes; jjtiebuckle
none of those things ar even close to base building, missing those things makes those games unplayable, there splenty of strategy in games with no base building, where the majority of people just build whatevers best first anyway.

All the Age of Empires games have base building, except for some missions in the Single Player campaigns.

That is simply not true, there are some great RTS games that focus not on bu ilding bases/micromanaging but on the actual combat and strategy aspects of it.
Some examples,
The Myth series by Bungie. My favorite al time strategy game. It focuses COMPLETEL on the combat. There is absolutely no base bu ilding at al in the game. Its just about the gameply and story.
You start each mission with a set number of units and have to use them wisely. You have to use the terrain to your advantage (Higher terrain gives your units a longer line of sight and lets your archers, etc shoot further). As well the environment comes into play. When it's raining or snowing things set on fire can go out, like arrows and molativ cocktails. You can use fire arrows as well to burn things like tall grass.
It/'s a fantasy medieval style RTS, your usual archers/soldiers and then some more unique units like Dwarves (who throw molativ cocktails) and other creatures.
The game (for it's time) was quite bloody, the battlefields stay littered with dismembered bodies and blood. Body parts(gibs) roll down hills, etc. It was one of the first games to have physics in it (this is back in tihe mid/late 90's).
Another game I'd recommend is Sacrifice.
In Sacrifice you control an avatar who's a mage. You aren't some omnipotent hand in the sky selelcting your units rather you actually have to move around the battlefields controlling your minons as well as doing things yourself.
It's quite quirky little game with a good storyline (and some great voicework with people like Tim Curry). You can choose different Gods to play under which will affect how the story plys out.
