Its good and bad...
On my old PC (amd dual core with an nvidia 9600gt) it was terrible I couldnt get past the first cut scene with the police officers, it just kept crashing. :(
Now with my new PC (amd quad ati radeon 4850)it runs fine, actually it looks great and runs very fast.
The problems I still have with it is that:
The menu navigation is very clunky, obviously badly ported from console
The driving is awfully sensitive, maybe its just me but its ridiculous
Besides that I love this game, Im not sure if anyone still plays it online though
Its horrible I heard. Its impossible to get good performance. you will stutter constaintly while driving which is honestly a big turn off for me. If you need to buy an open sandbox game then buy GTA4.
If you can, get it for the consoles instead. I got it on the D2D sale, and I've probably put in over a hundred hours of the game with a buddy of mine who bought at the same time I did. Doing everything with a friend makes the game so much better.
But yeah on PC, the port is just bad. It took a few hours to network properly (couldn't even join online games at first) and it runs terrible.
Overall though, IMO it's miles above GTA4. To me, the story of GTA just bleeds together and nothing overly memorable occurs, whereas in SR2, I actually enjoyed watching the cutscenes. As well, it's got a great cast for voices ;).
The game looks like crap and runs like crap.
Still alot of mindless fun though.
I like to think of it as GTA4's trailer-trash cousin.

i was shocked to play the 360 version a few weeks ago and despite it still chugging along and slowing down its the first time ive ever seen a console game considerably out perform its pc counterpart
for me gta iv is by a mile the better game
for me gta iv is technically speaking a bettter game
but it wasnt as fun, it didnt feel like Vice City or San Andreas like SR2 does.
btw the Steam version is for some reason a lot slower than a non steam version...
I've played both SR2 and GTAIV and I found SR2 way better personally.
GTAIV still doesn't have checkpoints. Which is pathetic. If you get smashed by a car or mess up on GTAIV you get to start all the way over at the beginning of the mission. SR2 has checkpoints. Not to mention the missions are hillarious in SR2.

That's because all the cars are faster than a real life Ferrari. Avoiding obstacles at over 9000 miles per hour requires split-second reflexes and can't be done without extreme sensitivity.
It's really fun, and I'd continue with the story except for the fact that it's so glitchy and I can't drive around without the game freezing for 15 seconds and unfreezing over and over again. This is with an i7 920, 4850 w/ updated drivers, and 6GB of memory.
Actually, I was wondering if anyone else has experienced this and if there's any fix for it. Because with the game running like it is, it's practically unplayable.
I'd definitely recommend it on console, though.

But nothing like 15 seconds of freezing. I would play around with your video settings. It's worth it IMO. As this is some of the most fun I've had with this kind of game in a while. They've announed Saints Row 3 for PC and with how well Red Faction Guerilla worked I'm hoping they put some effort into the PC version.

It does this no matter how low of settings I run the game with. Every time I exit the game after that happens, I get this notification in the taskbar that says that my graphics driver has recovered from a serious error. It's definitely a problem with the GPU, but all my drivers are updated. I have no problems in any other game except SR2.
Its no GTA, because its BETTER than GTA IV in one of the most important aspects of gaming...the gameplay. You will without a doubt have fun in Saints Row 2, theres some performance issues as people have stated but that is easily overlooked...the stuttering is honestly not that bad.

SR2 has more content and more variety. And the on-foot action doesn't feel like I'm controlling a truck with a gun strapped on it - let's be realistic: a war veteran doesn't have the "agility" of the Japanese Godzilla.
Why would I choose a game with much, much less content, although I'd like it (which I don't, but anyway) instead of playing SR2?

Escape through the tunnels. Get ventalated by SWAT or hit by a car and then get riddled with bullets. Get to start all the way over at the beginning of the mission.
I consider myself to be a pretty patient guy. Ill sit there and try something over and over. But considering you can get killed by just some random car in GTAIV and it completely negates the last 15-20 minutes of gameplay. It's beyond frustrating. I liked the game. But it has the same problem all of the GTA games have. BS mission set ups.

It's still an improvement over the past GTA's in that you no longer have to drive all the way back to the mission start; you can just restart from your phone. Especially for the longer missions, though, a checkpoint system would've been nice. I've had my fair share of frustrations with that as well. That's something that SR2 does much better than GTAIV.

The reason why SR2 has more variety is becasue of its over the top nature and the fact that it has no restrictions because of it. If R* actually wanted to make an enhanced San Andreas, they would have done so to the point where the Saints Row name would have been irrelevant. But they made a smarter choice, and evolved the series. As for controls, I personally had no problem with them on foot, but SR2's on foot controls were poorly animated, very static, and almost intolerable. So yeah, way to exaggerate eh?
If you actually knew what I meant by realistic mindset instead of nitpicking about steering while in mid-air (which will spin out your car like mad one you land), I'm talking about doing objectives without trying to hit pedestrians, playing with class and professionalism. Stuff like that. Besides, why would I want to play a game with more content, but with awful core sandbox mechanics, where I can play a game that has much better core mechanics, with enough variety to last me dozens of hours? I put more than a few hundred hours in GTA4's single player, and there's plenty of variety given the tone. I preferred it that way to be honest. I know it's not for everyone, but in SA for example if you fail a mission out in the countryside, you would have to drive all the way back to try again. GTA 4 isn't much better in this regard, but at least it takes you back to the starting point instead of having to go all the way back. Besides the missions are never too long, and as well as collecting health packs and armor while on a mission, depending on where you are you can also get something to eat to get your health up. It's risky, but it helps. :)Three Leaf Clover (bank mission) is one of the missions that forces you be careful, and make sure that every shot counts. Some people don't prefer this, but I thought that it was a very well designed mission because of this, as well as the other missions that start off in the action. It's beyond frustrating for some and I can understand that, but for me and the way I was playing, I wouldn't have it any other way.
Ultimately, it's because I wanted a realistic GTA after San Andreas. GTA 4 was the only GTA game in which I cared about every action I made. There is still a lot of room to raise havoc long after you're done with the story, you just need to be a little imaginative.
I really appreciated what was done to it overall, but the things that could have been included were:
More things to spend your money on.
A car mod shop.
More interaction with city and its people.
