Screen tear and Intermittent No Signal Message

Hi. My computer's recently been having problems while booting up. The initial welcome to Windows loading message is distorted as are a lot of other applications (Firefox ,Explorer). But my games work perfectly.

Also there is intermittently a 'no signal' message on my monitor and it goes black for a few seconds before coming back. This doesn't happen on the desktop. Only when something is open. I'd appreciate some help.

My Rig (A bit old):

Ati HD 5570

E7400

WD 500GB

Waht's your PSU's max power rating? Mine used to do that when I had 3 hard drives hooked up. After I disconnected one, the problems disappeared.

It's a cooler Master 390W PSU. I only have one Hard drive and the 5570 doesn't require an external power source. I don't think it should be a problem.
