With that setup, I recommend staying with XP and not Vista.

You don't need a video card for watching videos.

Second to the top of the list
"Windows Vista Home Premium"
Vista Premium  is recommended(by people) with 2 gigs of ram and a  semidecent graphics card

I have Vista Home Premium....it sits pretty at about 400mb of RAM usage. I would recommend 1.5gb of RAM if you want Vista.

I don't know about that one, in my general usage PC I have a Radeon 9250 and high-def videogame footage stutters or freezes up a ton.

That's HD videos. For standard DVD movies, I suppose integrated graphics is enough.

They are still videos though, so if he plans on watching a bunch of those (even downloaded) he could certainly use a standalone GPU.

Of course. A discrete graphics card is always better than integrated.
