Huuuuurrrr "I don't like strategy games, so should I buy this 100% strategy game?" What do you think?
If you don't like stragety games, why would you even need to ask? You pretty much answered your own question.
I guess the question is, if you don't like strategy games, have you really ever given them a chance? It's kind of hard to recommend a game like ETW, which is a pure strategy game, to someone who says they never liked strategy games. Now...if you just really haven't given any strategy game a chance and you are curious about them, then Total War games are certainly a nice place to start.
However, I would recommend Medieval II: Total War over Empire, unless you are set on a particular time period. Empire needs a few patches under it's belt before one can really recommend it. Medieval II is just plain awesome and ready to rock now.
Note that Total War games are a TBS/RTS combo - with a turn-based campaign map that's vaguely similar to say Civilization and the actual battles are fought in RTS mode and can be quite massive.
Other great strategy games you may want to check out:
Silent Storm Gold (TBS WWII game with RPG elements - my favorite game of all time)
Company of Heroes ( This actually may be the most accessible game of the bunch and a worthy starting point - freakin' awesome)
Dawn of War - scifi/fantasy though
Age of Empires III (pure RTS)
