SKYRIM Cheats !!!?????

hey i wanted to know the full effect of the cheats mainly regarding the skill tree cheats , lets say i change my Smithing skill to level 100 and my characters level is 1 . would i be able to smith a DRAGON ARMOR ???

Do a quest called dicerning the transmudane and you get ogma infinum when you get don't touch go to a place with a book shelf then go on YouTube and type in ogma infinum cheatFusrodahforce
