Also I have nothing downloading the Steam Download Section, in my game library it does show though (kb/s - percentage). This happened yesterday, as well as saturday and on friday.

does it stop updating when it's finished and allow you to play the game? If yes... then what's the problem?

I haven't had any skill drops thankfully, but I have noticed that it does update every time I exit the game. I always figured it was syncing with cloud though and just takes an unusually long amount of time to do so because its such a big game, but whatever the reason it didn't bother me since it finished quickly and didn't affect me much outside of being a tad annoyingly frequent.

Ok this makes sense, thing is its the first time I've noticed it. I have been exiting and restarting the game often, (crashes due to GPU Oc which I reseted, and some Skyrim bugs).

Happens everytime I quit and re-enter. I don't care about it and press continue.

its steam cloud syncing your game saves thats why it looks like its updating, and about your skill dropping levels maybe steam syncs your

old game saves and overwriting it. Just turn off the steam cloud storage in the skyrim properties on steam ,turned mine off cause its irritating.

That's not a upgrade thats the Cloud save...and when you start it's the cloud syncing
