Whenever I'm watching something on my PS3 and it has to change from 720P to 1080P my whole TV will turn green for a split second while it changes. It's quite annoying. Is this something that's from my HDMI cable? (Cheapo $5 off of Amazon) or my TV (I just purchased a Philips 47pfl5603d about two months ago)

I think that's just how your tv switches resolutions. My Sony 1080p tv shows a totally screwed up image for a split second when I change from an HD channel to an SD channel or vice versa. If the image after the green screen is fine, I don't think you have anything to worry about.

HDTVs automatically adjust to incoming signals so you dont have to fiddle with the settings everytime you change a channel or an input

There is nothing wrong, all tvs do that when they switch resolution.
