Yes, I have to say they sure are taking precautions. If you get it on Steam then it's tied to your account, in addition you need to tie it to a Ubisoft account, in addition you need to add the Cd-Key and get it verified aswell as the game itself. I'm amazed they didn't want me to send them some hair, a semen sample and my fingerprint skin sample.

You don't need to be online to play it, you just need to activate the game like any PC game, for newer Ubisoft titles you do that through uplay which is also the same account as your ubisoft account, that's it, no more, no less.
You can play it offline just like you can play it on Steam while being offline.
