Yes it does. Assassin's Creed 2 also has the UPLAY DRM. Says down the bottom of games on the store "A PERMANENT HIGH SPEED INTERNET CONNECTION AND CREATION OF A UBISOFT ACCOUNT ARE REQUIRED...." That will let you know that it requires UPLAY.

No, nothing like that. You have to activate the game if I remember right, but thats all. I really don't think UPLAY is a DRM. It's more of an Game For Windows Live type thing without the annoying signing in. The DRM is the fact that you have to have an active internet connection at all times to play. If you're connection goes out, you get a message stating your network is trying to reconnect. If it can't reconnect it boots you out, meaning you lose campaign/mp progress if you haven't saved yet.

If you have an active connection at all times without fail, then buy the game if you really want to. It really isn't as bad as people make it out to be.

BTW, Uplay doesn't start up with the game or anything. It's a separate application you launch from within Splinter Cell.
