There are a couple of threads about this, but they are extremely old. I recently experienced this with Call of Chernobyl.

The game runs almost full screen when "Fullscreen" is unchecked, but when it is checked it runs in a small window.

The issue seems to be refresh rate.

I'm running Windows 10 with AMD R9 200 graphics.

When I went into Windows Displays advanced settings, I discovered the refresh for my 1920x1080 was at 29Hz, even though the display is a 60Hz display.

I changed the refresh to 60Hz and then edited %STALKERROOT%/appdata/user.ltx to:

rs_fullscreen on
rs_refresh_60hz on
rs_v_sync on

When I started STALKER again, it worked perfectly.

I am running STALKER configured for DX11, but I assume this will also work with DX 9/10.

Must be an AMD scaling thing.

I'm running CoC just fine on both my old gaming PC (1080p) and 4-year old laptop (768p). Both have Nvidia graphics chips.

But, I've seen (exactly once) partial fullscreen offset to one side when my laptop's boot up within Windows was interrupted by another process. That process was a one-time Windows Update action. It never happened again and I couldn't replicate the problem.

Aside from checking the graphics chip scaling settings, I'm not sure what else can be done.

Note: DirectX11 was never fully implemented so you're better off playing DirectX10 or x9

Well that is weird. I overclocked my monitor to do 70hz and for some reason it wouldn't do full screen. I didn't research more to find out why and just moved it back to 60hz and have continued on since.

I'm playing fine all of the STALKER games (plus Call of Chenobyl) on DX11. AMD cards seem to have an issue with refresh rates from games of that era. I had an HD 5770. It had refresh rate issues with CoP, Crysis/Warhead, and Far Cry 2. All are near contemporaries of each other.

The refresh rate problem with those games disappeared once I moved to a GTX 560 Ti and later Nvidia cards.
