Steam Achievement Offline?

I've heard you can't earn achievements offline in Steam, but when I registered my Borderlands game (which I had been playing without steam), it retroactively unlocked the steam achievements. So, does offline mode work, or not? Do the achievements unlock after you get back online?

Thoughts?

I noticed that too. Achievements don't unlock in offline mode. But when you go online, they may unlock - as you said - retroactively. For Borderlands, a whole bunch of achievements just started popping up for me after the update a couple weeks back. Achievements like reaching a certain level, weapon proficiency or completing missions seems to have been detected retroactively. I was surprised that even kill-count related achievements were unlocked. The only achievement I noticed that didn't unlock were ones where you had to visit certain areas, like "Discovered Skag Gully". It was good that they were somehow able to detect that. I remember playing through most of Torchlight, and when the achievements finally came out, none of the achievements unlocked retroactively. I didn't feel like playing through the game again just to get them...

So in other words it probably depends on the game. If it has the ability to save achievements locally and upload them when you reconnect then they'll unlock retroactively when you go back online with the Steam account. If the game has no way of doing that though, then I guess you'll have to be online.

Achievements are not recorded while playing in Commentary Mode, Offline Mode or when sv_cheats is set to 1.

Borderlands also has it's own achievement system built in with all the challenges and stuff. I guess it would be able to help with the kill count achievements and the others.

I noticed that about Borderlands, too. But, i own a lot of games where the Achievement gets bypassed if you are in offline mode. So, it seems to depend on the game. And it's not really something I'd want to experiment with. In finding which games do Achievements offline and which don't.
