Steam not Connecting and Can't Launch Game

I have a problem with Steam. I can play games and stuff from it fine, but on the Store page, it says, "Unable to connect to server. Server may be offline or you may not be connected to the internet.-102." I sent a support ticket, and they replied telling me to delete everything in my Steam folder (except for steam.exe and my steamapps folder) and let Steam re-download all of the files. I did, but it didn't fix the problem. I can't think of anything that I did to cause it to happen, it just happened.

Another issue I'm having is that my Half-Life 2: Episode 2 won't launch. When I click to play it, It comes up with the box saying, "Preparing to lauch..." and then nothing happens. No error box or anything. I've tried reinstalling both the game and Steam and it didn't fix it.

Well, I just tried disabling firewall and that didn't work, so I guess it's not that.

Something similar happened to me, so I uninstalled Steam and reinstalled it and everything works fine now.

I was getting a similar error a few weeks back, though said 105 instead of 102. I had to delete a .blob file I think, and next time Steam launched it had to redownload its files. I did restart my PC in between deleting the file and trying to launch steam again, just in case it decides to remember some setting

Are you able to load http://store.steampowered.com/ in your browser? For HLE2, have you tried to verify the files yet?

Well, I managed to get Episode 2 working by deleting all of the source files from my steamapps folder and reinstalling episode 2. The other problem remains though :(.

Try changing your download region to another city.

Go to steam folder and backup clientregistry.blob file and then delete it. The next time you will run steam it will autoupdate its self and regenerate that file and it will most likely be ok Also using torrent clients in the background can use all the available bandwidth thus programs that rely on internet might experience problems

There is some way to force steam to update by deleting the old update files, I can't remember how though. You can still try to play your games in offline mode of you want.
