Steam problems... Missing dll?

So I reinstalled steam due to the fact that I could never join LAN games that my brother hosted. I get this error when I startup:

 'Steam.exe (main exception): Unable to load library Steam.dll'

I've looked up on the problem, and all I could find was some forum post of a guy saying to open your ports. I did, reinstalled again just to be sure, and got the same error.

I would remove everything in the sema folder and then let the steam.exe redownload all the files. Leaving your game installs of course.

That's just it, I remove the entire folder, install steam, and bam, I get the error.

Try going on Google and typing in the error message you get. You might find a forum where someone has a better answer than anyone here can find.

OK dude if this dosent fix it IDK what will!

1. go to RUN under START

2. type REGEDIT

3.find your steam registration files and delete them!

4. start over from fresh download steam, and dont install the games you have on a DISK your account should recognize that you have the games, so just download and install completely from steam!

I deleted all the keys I could find related to steam, and used the installer the guy linked to, but I'm still getting this problem. Would restarting my PC make I difference (last ditch effort)?

Success! This morning when I got up I immediately fired up my PC to see if it would work. I made sure all the steam keys were gone ran the installer and after it finished installing I was bombarded with firewall messages. Now I'm currently installing the games (I hope this fixes the original problem I was having). Only thing that kind of sucks is that I erased my HL2 save in the process. Is there any place that provides HL2 saves :P ? Thanks a lot by the way, I probably would never have figured how to get it working.
