I used to play steam games all the time and I just recently reinstalled steam and several games. However when I play the games something bizzare happens. The Top Right half of my screen freaks out when I'm looking at other players. Not npcs, but players. It goes like all purple and starts flashing. I know its not my computer, and my friend who just reinstalled steam with me has been having the same problems. Anyone know what may of caused it and how to fix it?

Just because it's happening to your friend's computer doesn't mean it isn't still a hardware issue with your machine. You could both have failing video cards, for instance. Or underpowered video cards. Or outdated video drivers. Or some or all of the above.

If you have a failing video card (as I suspect), then it's not like it would have been happening for a long time. It would just start happening one day. It might happen when you face a player because the game is calling some function of the card that your card can no longer do properly only at times when you look at players. Alternately, Steam releases updates for games all the time. It is possible that they released graphical upgrades that your video card can no longer handle. Again, it would be helpful to have your specs. Is your directx up to date?
