I bought it awhile ago off steam when it was $5 and played it today for the first time, I am getting a lot of freezing/stuttering and it's almost unplayable. I'm assuming the game is up to date since it's through Steam.

My specs are

ATI 4870

Intel e8400

4 Gb ram

well i know its a very processor demanding game but a core 2 at 3ghz usually plays the game fairly smooth. stumped me.

What settings and resolution do you play at? That game is a processor demanding game and doesn't play nice with a lot of dual cores

CPU heavy indeed. I saw an increase in performance going from a Q9300 @ 3.34GHz to my QX9770 @ 4.00GHz. Just the nature of the beast.

Try lowering textures, shadows and view distance. Besides CPU intensity the game needs quite a bit of video memory to run its smoothest.

I went from my E8400 @ 4.2ghz to a AMD 1090T and the difference is night and day. GTA IV kills Core 2 Duo's, it absolutely eats all the CPU resources under the hood.

A Core 2 Quad, yes

A Core 2 Duo, not so much.

Play it on medium and it should be fine. GTA IV's port is really bad so it laught at any CPU you throw at it.
