I can get into tf2 but I cant join the games.. i can refresh the list and get a ton of them but I can not join any of them... What is this

What happens when you attempt to join the server? Do you get a pop-up that tells you can't connect, does nothing happen?

It says server doesnt respond... i dont have the option to auto join.. it happens on 99% of the servers.. every now and then it doesnt.. i dont get it
