The hardest & best RTS for me is Supreme CommanderDieselCat18Supcom really isn't that hard unless you are playing someone really good in a ranked game. The AI in the campaign and skirmishes really sucks. Unless of course, you are using Sorian's AI.

Maybe he's talking about the games complexity in general? No the shipping AI isn't great, but theres some good mod Ai's the games complexity is far beyond your average super casual tank spam rts like CnC 3.
Best is starcraft
Hardest is Homeworld and Homeworld 2. They where hard but if you put in some time and made some good tactics you could be a god at it. For example most people didnt even know that you could move your ships up and down, not just as if they where on a 2d playing board. Having your ships attack other ships from underneath them where they cant even return fire...ownage.
A smartly built WWII strategy game called "Codename Panzers" Even on easy mode particularly in Skirmish....apart from that Stronghold & Caesar felt kinda tough mobscenekingpinStronghold? Are you kidding? Could that even possibly be counted as an RTS? That had to be one of the easiest games ever made. I beat all the missions in about 2 hours.

I do use the Sorian A.I. when practicing in skirmish and sandbox and I do play ranked, custom and tournys...1v1 and 2v2. The learning curve is quite steep for a lot of players first starting out because of the way you need to balance economy vs production of units vs the speed of this game in online ranked, custom or tourny matches ( all depending on the map being played ).
You are right though, the regular A.I. in campaign and skirmish mode do really suck, but people play it for the multi-player...that's where it's at in this game.
My favorite RTS game is Company Of Heroes. I love everything about it. Great details and gameplay.
Other RTS favorites:
C&C Generals
Dawn of War (All Three Titles)

lol ... may be i sucked at strategy back den .... felt really hard.....took me 7 days ( i had exams too )
Was that the capture-the-factories sort of chessboard game with the funny robot soldiers? If so, I loved that game, but it wasn't as hard as the original Seven Kingdoms. :D Basically imagine a somewhat heavily economy-based RTS with a lot of micromanaging and NO unit cap. I could get by with a pretty big economy and a couple ctrl-1 / ctrl-2 / etc. groups of soldiers... then the AI rolls in with literally 4 times as many soldiers, and I see units with names like 'Heavy Ballista #963.' Which means that there are 962 more ballistae that the AI have built and are coming to attack you, with your maybe 50 ballistae. There was just no physical way to keep up. :D And spies were capable of causing all kinds of trouble and assassinating your characters, and the only way to dispose of them safely was to catch them as they tried to walk into your base, disguised as one of your citizens, and disband them. The AI would throw them at you constantly, like one or two guys walking towards your base every minute amidst the crowd of your own real units. I LOVED the game to death, but it was literally impossible for my friends and I to beat multiple AI in a heads-on fight if the AI had time to get their economy going.Hardest RTS?
Easily the original Z
If you've played it I challenge anyone to find a harder RTS game.
