I stopped playing my KotBS way back when I was like rank 26 something I don't remember. So, I'm asking if the game has improved since the last time I played it or is the game stagnant right now?

no its still bad unfortunately, only tier 1 is good and somewhat populated of trial accounts.Tiers 2,3 are dead and 4 has still its horrible pvp full of unbalances.Land of dead is just a bunch of public quests which you have to do every time you want to fight the "big" boss.
Well it has an endless free trial now, you can make a new account and have a free account as long as the game is live. The drawback is you only stay in tier 1. I think if you sign up for one of those, after you play for a while you will remember exactly why you left in the first place. I know thats what happened to me.
So my answer is no, the game is still crap.
I have a KotBS on dark crag server and I am extremely well geared (top 3-4 kotbs on the server). And I do not believe the game is worth subbing to. There just is not much to do, feels boreing except at peak times. Most of my fun is creating toons in Tier 1 and whoopin ass and repeat.
EDIT: I had extremely high hopes for this game. I was a dark age of camelot fan for over 4 years. However WAR was such a dissapointment on the developers part it is not even funny. Taking keeps was easy as tanks could just barge in. Then in 1 patch they softcapped resists to 40%. Instantly the casters had an aoe spell ground targetable that did not need line of sight. This was always there but with resists high it was balanced until this softcap. To get in a keep there would be one entrence and alls it took was 3 or so of these aoes on the ground to insta kill everything. Even tanks with max softcap resists. So they go from 1 extreme change to another with no small steps. Then to fix this insight (took months for them to fix mind you) they decided to put a CAP on how many targets an you can hit at the same time AND how many of the same aoes can hit you at a given time. Not only did this affect the aoe spell in mention, they did this for EVERY AOE SPELL EVERY CLASS GETS. so WAR=FAIL. Patch after patch breaks balance over and over.
