Is this a good deal and can it power a Q6660 + Hd 4870. And once again is this a "steal" or can i find a better deal in the next month and a half?

If you always wait for a better deal youre going to wait forever. The PSU is a good deal, the RAM not so much.

Consider getting DDR2 1066 modules as they arent much more expensive.

The 4-4-4... youre talking about are timings, lower is better.
