At the risk of sounding like a total jerk, i wouldn't even bother if i were you.
The fact that you have to ask this question means you are just going to give up in a few hours or a few days at the most. Mod making takes a lot of time, energy, and most importantly research. If you can't take the time to research what tools YOU want to use, and what type of modding you want to do, you're not going to make it very far at all.
Yes, i know it sounds like im just crushing your dreams, making me sound elitist, blah, blah.
But I'd be very happy if you could prove me wrong. Getting a mod completed is certainly an achievement.
I'm not an expert or anything, but Source seems to be a mod favorite. Unreal Engine 3 is probably a good bet too. For something older and simpler, Quake III Engine comes to mind.

Sorry but no. Source and hammer doesn't hold a candle to Unreal engine 3 and Unreal ed 3. In terms of total tools package, UE3 is hands down THE best engine out there with Cryengine 2 probably coming in second (although cryengine2's map editor is probably even better than UT3). Source mainly has tons of mods because its engine runs very well on low end system and because Half-life is such a popular series leading everyone to buy it and consequently use its mod tools and package.
But in terms of ease nothing can touch UE3. Especially the Kismet visual scripting system which will let you do some basic things to advanced for just a map editor but not to the scale of total conversions (more like advanced tweaks or map objectives).
Unreal Engine 3 editor is really easy too use. There's plenty of tutorials for the engine as well. With dedication you can start making stuff like missions, maps ect. in a matter of weeks of pratice.
In terms of use and people community Source Engine is really the sweet spot due to the amount of users and how Valve supports the mod community. You won't really go wrong with either due to both offer great learning experiences for new users.
